Minimum Requirements: Requires a high school diploma or its equivalent and at least 4 years of experience in the field. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May report directly to a supervisor or manager. A wide degree of creativity and latitude is expected. The employee must have a valid California state driver’s license.

Experience Requirements:
The Painter must be knowledgeable and skilled in the paint trade. The employee must be able to properly prepare all surfaces, wood, metal and masonry for painting, and must know the proper procedures from bare wall to finish coat. The employee must be able to read, interpret and apply building specifications, blueprints and building codes. The employee must be able to recognize and select proper materials from a variety of paint products, and have knowledge of catalysts and retardants. The use of shop mathematics, simple tools and standard paint machinery (paint sprayers, convention and airless, air compressors and portable generators) are required. The employee must have a working knowledge of swig stages, JLG lifts, scaffolds and safety procedures for the use of required equipment. EPA procedures for removing and handling of construction debris are required.

Major Duties The Painter applies a variety of painting techniques to a wide variety of surfaces including interior and exterior finishing of large structures, houses, offices, buildings and stationary and mobile or auxiliary equipment. The employee prepares surfaces for the application of paints and wall coverings to meet approved trade standards. The employee performs repairs to drywall and plaster surfaces as well a minor structural repairs to concrete and wood decks, window trim, window and door casing, etc. Application of coating material is accomplished by any of the accepted methods of the trade by using common materials and some special materials. These materials are applied by the usual trade techniques i.e. brush and roller and spraying using both airless and conventional rigs. Application of acoustical ceiling texture as well as wall texture is accomplished by using both trowel and mechanical means. The employee lays out parking and traffic markings and at times airfield marking following blueprints and engineering drawings; also, removes old markings using bead blasters as well as eradicating machines and applies new markings using stencils and airless spray rigs. The Painter is responsible for on the job site planning of the method of application and tools needed to complete the work with little to no supervision.

Operations The Painter shall work alone or with other workers to perform simple or complex tasks while following appropriate and safe procedures. The employee must report all discrepancies or unsatisfactory performance of equipment as well as unsafe conditions to the supervisor. Visual and sensory perception along with hand-eye coordination is required to operate equipment, detect deficiencies and make repairs. The Painter shall have a good familiarity of the Naval Facilities Engineering Command Southwest’s (NAVFAC SW) Safety and Health Requirements Manual, instructions, agency equipment regulations and directives. Guidelines will include a variety of Federal, Department of Defense, Department of Navy, and NAVFACSW publications, manuals, directives, standards, policies and procedures. Published guidance will be provided by the government as needed.

Processing - The Painter shall receive assignment from the customer representative in the form of oral or written instruction (work order) to perform a variety of painter related tasks. The Painter shall work alone or with other workers to perform simple or complex tasks while following appropriate and safe procedures.

Housekeeping - The Painter shall ensure all designated working areas are maintained in an orderly manner and continuously maintained free of trash and debris. At the end of each day, the general work areas shall be swept, supplies, materials, tools, and equipment shall be picked-up and stored, and municipal trash containers will be emptied.

Preparation of Documents - Not applicable

Technical Support - The Painter shall receive work assignment through oral instructions provided by the work leader, higher-graded Government representative, or work orders. Specific assignments of work are provided with detailed instructions on all but the repetitive tasks. Work is checked during progress and upon completion for compliance with instructions, adherence to established practices and standards, and overall acceptability of work.

Meetings/Conferences - The Painter shall participate in meetings with contractors, agencies, clients, and team members when required to do so.

Briefings - The Painter shall participate in briefings when required to do so.

Updates - The Painter shall provide monthly status reports that summarizes the work efforts and accomplishments performed.
