SCOPE OF SERVICES:
Responsibilities will include: Manage the enhancement, implementation, and execution of the requirements management process and plan, including elicitation, analysis, verification and documentation; interact with stakeholders to oversee the management of functional and non-functional requirements using Use Cases; provide key support to build / enhance the systems engineering infrastructure, including the establishment of plans, processes, and procedures; manage requirements changes and interface with the requirements tool; oversee the creation of a business glossary; oversee the development and reporting of requirements metrics with formats and delivery options; oversee the impact of change requests; help manage the requirements approval process and board; provide key inputs in the development and finalization of test plans, cases, and procedures / scripts, along with the testing processes over various stages of testing; provide analysis of test procedures and results; may oversee the allocation of requirements for development iterations and code builds; provide technical direction to requirements and business analyst team; maintain close working relations with engineering teams throughout the System Engineering lifecycle and for various ECTP project teams; manage the schedule for requirements activities across projects and synchronized with the master schedule; document and manage requirements-related risks, issues, and actions for technical and schedule performance; prepare senior level technical reports for executive management; and manage special IT-related projects as assigned.
MANDATORY SKILLS/EXPERIENCE: Note: candidates who do not have the mandatory skills will not be considered
• At least 8 years of experience in a systems engineering environment, including 5 years developing requirements for large-scale communications systems from inception to completion;
• Experience in public safety;
• At least 8 years of IT management or technical project management experience (Agile or RUP a plus);
• At least 5 years of experience in requirements management, test planning, test-case development and test execution; At least 2 years of experience testing distributed applications and/or systems, including data validation and error handling;
• Experience with HP Quality Center or similar environment;
• Ability to write test plans, test scripts and test summary reports;
• Experience in large-scale implementations involving multiple technologies, end-user organizations and/or contractors;
• Experience completing many and varied functional requirements analysis;
• Exceptional knowledge of Microsoft Office programs;
• Outstanding collaboration and team building skills;
• Strong written and verbal communication skills;
• Excellent analytic, organization, presentation and facilitation skills;
• Ability to manage multiple tasks under tight deadlines; and the ability to interface with executive level management and give senior level presentations
DESIRABLE SKILLS/EXPERIENCE:
• A Bachelor’s or Master’s (preferred) degree in engineering or a related science field for IT and telecommunications
• Strong experience across the System Engineering lifecycle with an emphasis on managing requirements from program inception, design implementation, test, and verification
• Experience evaluating design effectiveness, readability, usability, intuitiveness, and navigation;
• Experience designing interfaces for business users;
• Significant experience establishing and implementing systems engineering processes to ensure discipline and consistency across project lifecycles;
• Substantial insight to identifying, documenting, and reporting metrics to assess and motivate project movement to meet schedules;
• Broad experience using modeling tools;
• In-depth knowledge of graphical tools, techniques, and interfaces;
• Experience implementing ITIL Service Management initiatives on large-scale IT Infrastructure projects;
• Demonstrated experience managing / giving technical direction to technical and non-technical staff;
