Planning/Development Specialist at Indiana Department of Transportation in Indianapolis, IN

Acts as the liaison for major capacity project planning (added travel lanes, new road construction, and new interchange improvements) described in the agency's long range planning document and annual construction program. Candidate will monitor and coordinate project development, planning studies, and pre-construction activities using INDOT's project scheduling system. Responsibilites also include:

-Coordiates, provides guidance, and/or makes recommendations to Asset Management Committees, District Planning Offices, Metropolitan Planning Organizations (MPO), and Rural Planning Organizations (RPO) in identifying future year (5-25 year) transportation highway needs; supporting feasibility engineering activities; and facilitating corridor planning and environmental assessment studies.
-Works with multi-modal planning departments in developing and coordinating comprehensive transportation needs, plans, and studies for various modes of transportation: non-motorized modes; aviation, freight, rail, transit, and others.
-Work with agency engineers, technical staff, and contracted consultants to analyze potential effects of major capacity projects on: land-use, the economy; safety; the environment and traffic operations.
-Facilitates technical air quality conformity analysis discussions for assigned regions. Participates in multi-agency coordination meetings with IDEM, EPA, MPO, RPO, FHWA and others as needed.
-Develop and maintain the INDOT Long Range Transportation Plan and coordinate INDOT's Plan with the MPOs Long Range Plans. Requires constant coordination with MPO & Local Programs Grant Administration staff. Facilitate or particiate in public involvement meetings, hearings, community outreach/advisory committees; conferences/workshops; training; and other planning events as needed.
-Responds to planning requests and inquiries from: INDOT personnel and Executive Office; federal, state, and local agencies; MPOs/RPOs; consultants, stakeholders, special interest groups; and the general public.
Performs other duties as assigned.

Job Requirements:
-Bachelor of Science with major coursework in urban or transportation planning, engineering, economics, geography, demography, or a related field and 1-year of professional experience; or 5-years of increasingly responsible experience in related fields. A master's degree in planning and Professional Certification in the American Institute of Certified Planners (AICP) is desirable.
-Demonstrated knowledge of the principles and practices of: regional planning, transportation planning theory, travel demand forecasting, land-use development, basic traffic/transit operation, knowledge of long-range transportation planning issues; and ability to analyze data.
-Ability to work both independently and in small multi-disciplined group environment; establish, maintain, and foster cooperative and collaborative working relationships between multidisciplinary teams of professionals, technical staff, agency planning partners, district office and central office staff.
-Ability to communicate highly technical information effectively, both orally and in writing. Must demonstrate the ability to prepare/deliver public presentations and recommendations regarding various transportation needs, study results, policies, and planning issues to upper management, community groups, and decision makers.
