SCOPE OF SERVICES
The Bureau of Environmental Surveillance and Policy (BESP) is seeking a Programmer Analyst II. The Analyst II will support the Division of Environmental Health’s (DEH) work to maintain and enhance existing secure environmental data capture, management, integration and reporting systems (including EDEN, EMITS, NYCE-Track, and reporting services etc.). Duties include: (a) Enhancing capacity for data capture, integration and reporting to support DOHMH operational roles investigating indoor air quality concerns, food or other product contamination following natural disasters or intentional acts (via NYCE-Track), (b) Enhancing DEH’s capacity for rapid, secure data integration, analysis, sharing, and reporting of other environmental conditions, such as power outages, flooding, and building damage reports from multiple sources including new field data systems developed and supported under the Expand Environmental Health Data
Collection, Analysis and Reporting Capabilities for post emergency field response activities project, and (c) enhancing capacity and information systems for data capture, integration, analysis and reporting of ambient air contaminants, weather conditions and relevant health outcomes following natural disasters or intentional acts associated with large structural or wild fires impacting air quality or damage to utilities that increase vulnerability to extreme heat or cold. These project activities are critical to informing, recommending and implementing appropriate operational actions throughout all phases of environmental emergency response and recovery.
MANDATORY SKILLS/EXPERIENCE Note: candidates who do not have the mandatory skills will not be considered.
Minimum of 4 years of experience in overseeing smaller scale environmental data and reporting projects comprised of a small number of deliverables and/or a small number of phases; typically coordinates and delegates the assignments for project staff numbering up to 10. The Analyst will serve as the point of contact for the program regarding project status, meetings, reporting requirements, scope changes/extensions, and issues and concerns raised by project staff or stakeholders.
Responsibilities and Required Skills
• Facilitation of project meetings with both technical and non-technical staff and stakeholders
• Gathering and documenting business and technical requirements
• Ability to collaborate on and document the selected approach for a given set of business requirements.
• Ability to work with stakeholders to ensure requirements are clear, and to provide feedback on their feasibility
• Provide ongoing updates to project plans to ensure successful project completion
• Ability to communicate effectively to both technical and non-technical staff and stakeholders
• Excellent technical writing and documentation skills, including ability to produce clear, concise documentation for environmental data assessment and analysis staff and other stakeholders utilizing the end products of the project
• Active hands-on participation in enhancements and bug fixes
DESIRABLE SKILLS/EXPERIENCE:
Strong hands-on knowledge of SQL Server development/stored procedures/T-SQL
• C# development hands-on experience
• Familiarity with project management techniques
• Expert knowledge writing technical documentation
• Agile project management experience
