The Indiana State Department of Health (ISDH) is currently seeking a Director for the Maternal and Child Health Division to be responsible for the administration and management of the ISDH Division of Maternal and Child Health (MCH), which includes Genomics and Newborn Screening, Life Course Health Systems, the Indiana Family Helpline (IFHL), and MCH Grants and Business Management. The program provides essential public health services to pregnant women, infants, children, adolescents women of childbearing age, and children with special health care needs throughout the state.
The MCH Division Director also has dotted line supervision of the MCH Epidemiology, Surveillance and Data Analysis unit. Incumbent also serves as the Title V Director for the State, and the State Lead for the Maternal, Infant and Early Childhood Home Visiting Program Grant. The MCH Division Director has responsibility for approximately $50 million, primarily from Federal grants.
Responsibilities:
Provides public health leadership and management for MCH staff, and for all MCH programmatic activities, and is ultimately responsible for the achievement of all Division projects/goals. Planning, developing, and implementing major policies, goals, and objectives for the ISDH in the areas of Maternal and Child Health (MCH), Life Course Health Systems, Genomics/Newborn Screening, and MCH Business and Grants Management.
Provides public health leadership and management for MCH staff, and for all MCH programmatic activities, and is ultimately responsible for the achievement of all Division projects/goals
Develops and implements policies and procedures and directs the evaluation of public health programs to sustain MCH operations and enhance operational efficiencies to support Indiana's economic prosperity and quality of life by promoting, protecting, and providing for the health of all Indiana citizens.
Advises the ISDH Health and Human Services Assistant Commissioner on administrative and legal aspects of public health issues and identifies opportunities for/fosters collaboration within the division, as well as interdepartmentally, with other state/federal agencies, and with external partners.
Directly supervises the Directors of Genomics/Newborn Screening, Life Course Health Systems, IFHL, MCH business and Grants Management, who supervise an MCH Division staff of approximately 60 individuals. Also supervises an executive assistant and dotted line supervises the Director of MCH epidemiology, Surveillance and Data Analysis
Establishing priorities and deadlines for accomplishing Division goals
Reviewing/approving all personnel actions affecting Division staff
Directing/ensuring successful completion of the annual federal Title V grant application/report
Ensuring that local grant applications submitted to MCH are reviewed appropriately and that grant awards are made in accordance with established MCH and ISDH priorities
Monitoring/evaluating all funded programs for effectiveness, efficiency, and program integrity
Establishing budget priorities for the Division (including grants/contracts, invoices, payables, procurement, and travel) and ensuring expenditures are in accordance with federal/state requirements
In collaboration with the Director of Children's Special Healthcare Services, planning, developing, and implementing major policies, goals, and objectives for ISDH in development of a comprehensive coordinated community system of care for children and youth with special health care needs in Indiana
Advising MCH Directors and management on all Division-specific issues to ensure conformity with ISDH goals, policies, and mission
Developing cooperative relationships with major health organizations, agencies, community groups and associations that MCH activities impact
Representing MCH and ISDN on interagency and professional committees, councils, and task forces and attending all required conferences/workshops/trainings
Supervising the solicitation of additional grant funding opportunities to diversify and supplement MCH's funding stream
Preferred Experience:
Accredited Master's degree in Public Health or related field plus at least 3-5 years of work experience related to Maternal and Child Health.
Previous management experience; strongly preferred.
Experience with grants; strongly preferred
