Job Description:
Manages assigned reclamation projects; coordinates with the Engineering Supervisor to manage and monitor project design progress; performs construction contract inspection on an almost daily basis, works with landowners to secure rights of entry, prepares project designs, prepares scopes of work and construction cost estimates, maintains construction activity records, verifies pay requests and reconciles contract cost; other duties as assigned.
Responsibilities:
Incumbent works independently after receiving general guidelines and objectives for assigned projects from supervisor. Aid in solving a particular problem may be solicited from the supervisor, but the majority of duties are required to be carried out independently on the job site by the project manager. The incumbent is responsible for coordinating the activities of others on assigned projects in order to meet project deadlines. The incumbent must be completely familiar with each project site and provide close monitoring and legally defensible detailed documentation of progress from the request for funding to completion of reclamation work. An error in judgment could cost the state, private citizens, and reclamation contractors in terms of property damage, personal injury and operating damages.
Preferred Experience:
• Knowledge and skill acquired through a Baccalaureate degree or related experience in natural, physical, biological, or environmental, or civil engineering;
• Thorough knowledge of principles of engineering, construction technology, agronomy, forestry, coal mining, geology and hydrology;
• Thorough knowledge of land titles, land title recording systems, and the public land survey;
• Broad knowledge of environmental principles, practices and theories;
• Thorough knowledge of applicable state, local and federal codes and laws;
• Specialized knowledge of state and federal health and safety requirements in regard to active construction and environmental hazards;
• Thorough knowledge of and ability to utilize GIS and other computer software programs;
• Ability to work with landowners and reclamation contractors;
• Ability to interpret engineering plans;
• Ability to utilize a computer and its associated software for GIS, CADD, spreadsheet systems, and databases;
• Ability to communicate technical information effectively both orally and in writing;
• Incumbent must maintain a valid driver’s license in order to complete assigned duties and responsibilities
