Description:
Currently, HHS has Accounts Payable, General Ledger, Purchasing and Asset Management from PeopleSoft Financials version 8.8 implemented. With the upgrade to a 9.2 version delivered by the Texas Comptroller of Public Accounts (CPA), HHS will expand the module scope to include the eProcurement, Strategic Sourcing and Supplier Contract modules. House Bill 200 has mandated the consolidation of the current five (5) HHS Departments into three (3). It is not known at this time whether the project will be a reimplementation of version 9.2 rather than an upgrade.
This functional team lead position will be responsible for assisting HHS with the functional planning and oversight of the upgrade/reimplementation through go-live. The worker must have extensive knowledge of what is required to perform a PeopleSoft system upgrade (or reimplementation). This position requires multi-tasking, exercising initiative and independent judgment.
Duties for this position will include:
Responsible for working with the Functional and Technical Teams, DBAs and business users on system requirement gathering, analysis, design, testing and implementation of 9.2 functionality;
Evaluating existing customizations in 8.8 and differences between PeopleSoft version 8.8 and 9.2;
Responsible for identification, documentation, and reporting of project risks and issues to Project Manager and Project Team for resolution;
Leads and supports a Functional team of six (6) by assigning and monitoring tasks, prioritizing, and optimizing implementation tasks;
Oversees, coordinates the functional module leads in meetings between stakeholders, resources, senior managers and executives to ensure overall completeness, accuracy and quality of end product;
Responsible for managing the functional teams project plan and schedule throughout the various phases of the project life cycle;
Responsible for ensuring the Functional Teams hand off of Function Design Documents (FDD) and Interface Maps to the Technical Team is clearly understood prior to Tech Design and Build;
Works with the technical team to define and test any potential customizations to the solution, including data conversions, reports, interfaces and functional enhancements of the CAPPS Texas Baseline of PeopleSoft Financials version 9.2;
Possess PeopleSoft Version 9.2 expertise in the following modules, General Ledger, Accounts Payable, Asset Management, Purchasing, eProcurement, Strategic Sourcing, Supplier Contract Management and other Oracle financial modules;
Supports the evaluation of existing PeopleSoft version 8.8 customizations against the CPA-delivered CAPPS Texas Baseline 9.2 version to determine Keep/Drop functionality;
Conducts Joint Application Design/Conference Room Pilot requirement sessions with management, staff and consultants, while assuring that accurate and complete documentation is collected and retained as part of the project archive;
Responsible for ensuring consistent use of standardized processes and forms to manage project documentation, including but not limited to, Functional Design Documents, Key Design Decisions, Change Controls, Risk Registers, Scope Documentation, Work Packages and others as needed;
Works with the training department to ensure proper (UPK) training delivery before projects are implemented;
Responsible for ensuring Fit/Gap analysis is accurately documented in the Requirements Traceability Matrix by the Project Team;
Takes a leadership role in the overall creation of the detailed Project Schedule with HHSC SME/Business Owners and Project Team;
Works with HHSC Enterprise Support Center team to mitigate risks and resolve issues throughout implementation as needed;
Completes tasks in an efficient and timely manner while keeping project stakeholders informed;
Provides various administrative services and reports necessary to maintain the project budget, schedule and quality.
The worker should have extensive experience within PeopleSoft CAPPS Texas Baseline version 9.2 Functionality and Configuration Capability. The worker should have a history of success leading functional teams for PeopleSoft Implementations using project management best practices.
